Unable to Place NPCs

Issue: Unable to Place any NPCs in new zone, old zones still able
Crash (y/n): n
Platform (Windows/Mac/Linux): Windows 8.1
Version number: .17.247-g83a5eb5_win64
Description: Created new zone, all scenery, towns, monsters, and network are built and players are entering zone and interacting. Unable to place any of the 3 NPCs (guard, skills, quest) anywhere in zone. I am able to place them in any other zone ive made.

(please consider attaching your save file, if you think it might help me track down the trouble you’re having!) - file format not supported

I had this problem and the game told me to place a respawn point. After placing a respawn point, it allowed me to add all types of NPCs. Hope this helps.
